GRAPHIC CONTENT: New details emerge in death of 8 year old child - WVVA TV

OAK HILL, W.Va. (WVVA) - After obtaining the criminal complaint in this case, WVVA has learned new details.

On Dec. 26, 2018 Oak Hill Police Officers were dispatched to Plateau Medical Center in reference to an eight year child having been brought in by ambulance for cardiac arrest.

This officer responded to this call and was advised by medical personnel that this had had multiple markings all over her body such as bruising, what appeared to be a burn, and lacerations.

This officer was told by EMS personnel that when they arrived on scene that a woman had brought the child out in her arms and gave them her and made the statement that she was not breathing.

EMS personnel stated that the actions of the female were not normal to the aspect that she was not hysterical and showed relatively no emotions.

The officer received information from a search warrant that was being executed at the residence that in the children's room there were unusual items like a hammer within an arm's reach of one of the children's beds.

The position and location of this hammer was described as odd to this officer. 

During the investigation, a sibling of the deceased saw a counselor.

On Feb. 28, 2019 during a session, the counselor's notes read:

Client said, "I really need to tell you some things that I have been lying about." "Some things happened at my house and I need to talk to you about it." "I had to go to the doctor and get checked to see if I had what my sister had. She had a bacterial infection and pneumonia which killed her. I think I know where the bacteria infection came from." "My mom and stepdad grounded her for 3 days once and her grounding was that she wasn't allowed to drink anything. I caught her drinking from the toilet a few times and I feel that she got that infection from that water. I told her that the water was dirty, but I guess she was just so thirsty."

The sibling then expanded on the abuse that was witnessed

She then said, "They would hit (her) with things but not the rest of us." "They hit her with a wooden spoon, and some kind of metal object." "(she) would always go to school and ask for extra food because mom and dad and my aunt wouldn't let her have any food." “They (the adults in the home) would ask me if she ate and I was made to tell on her." "CPS would come to the school and talk to us but they all told us not to tell them anything."

Sherie Titchenell, 35 of Hilltop, was arrested on December 9, 2019 by the Fayetteville Police Department for Death of a child by Parent, Guardian, or Custodian and Child Neglect causing death.

Julie Browning, 36, and Marty Browning Jr., 34 of Hilltop, turned themselves in to the Oak Hill PD and were arraigned on their charges one count each of Death of a child by Parent, Guardian, or Custodian and Child Neglect causing death as well.

All three were set bonds of $100,000 by Fayette County Magistrate Court.
